Duties
As an Accountant you will perform the following duties at the full performance level:
Perform complex accounting program operations that include, but are not limited to, accounts receivable, fund distribution, obligations, payments, financial reporting, etc.
Recommend financial and accounting policies, principles and procedures for the organization or program supported, as well as revises existing guidance.
Develop and support SEPA's financial risk management framework, and SEPA's internal control program, financial management oversight, risk analysis, corporate reviews and analyses, management controls, accountability reporting, audit resolution and follow-up, and related issues.
Develop and monitor accounting systems elements and internal controls, identifying problem areas and developing solutions to improve operating program or financial management effectiveness.
Ensure the Agency has adequate funding using sound business principles, prepares studies within Fiscal Year budget requirements, and prepare budget schedules and exhibits, in accordance with Department of Energy policies and Office of Management & Budget guidelines, within budgetary time frames.

Qualifications BASIC REQUIREMENTS for the Accounting Series GS-0510: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.

, 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.

, valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
