CLASSIFICATION: Personnel System: Requires satisfactory completion of a six month probationary period.
PAY GRADE: 119 SAFETY SENSITIVE: No Purpose of Job The purpose of this job is to coordinate budgeting, planning, research, and analytical activities relevant to the Public Utilities Department.
Duties and responsibilities included, but are not limited to, conducts various types of analytical reviews for the department and ensures that all authorizations awards are expended according to design and specifications.
Plans and coordinates the financial and administrative functions of the department and the Water and Sewer Enterprise Fund.
Prepares and manages the operating and capital budget, preparing departmental goals and objectives, reports, and performance metrics.
Performs other duties as assigned.
Job Related Requirements WORK SCHEDULE: Monday - Friday 8am - 5pm.
Occasional work outside of normal business hours.
May be required to work on religious holidays.
Regular and predictable attendance is required.
Must work cooperatively with others.
When requirements include vehicle operation, responsible for the safety, readiness and operation of the vehicle and must abide by ACC's safe driving policy.
Minimum Training & Experience Required to Perform Essential Job Functions Bachelor's Degree in Public/Business Administration or related discipline with three years of management analysis, or related experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
Must possess a valid driver's license.
One year of supervisory experience required.
Essential Duties, Responsibilities The following duties are normal for this job.

Supervises, directs and evaluates assigned staff.
Handles employee concerns and problems, directing work, counseling, disciplining and performance appraisals within scope of function and role.
Provides management services dealing with strategic planning, implementation and the integration of performance measures and information into the budget process.
Daily supervises assigned functions and staff.
Monitors and regularly reports to the Director budgeting, planning and research areas of interests.
Supervises budget preparation and management.
Assist with Request for Proposals development, execution and implementation.
Coordinates all departmental performance activities including, but not limited to, identifying problem areas; proposing alternative solutions; developing plan implementation and statistical analysis, research findings, and other programs for the appropriate agencies and organizations with departmental approval.
Prepares goals and objectives for the department and its divisions; oversees operating and capital budget preparation.
Researches and locates applicable alternative sources of funding, prepares and submits grant requests; conducts compliance audits to ensure that those funds are expended in compliance with grantor's rules and regulations.
Exercises budgetary control and resolves budget problems.
Prepares budget amendments.
Monitors capital expenditures against Mayor and Commission approved contract limits.
Develops, monitors, and presents performance metric data.
Coordinates with and provides input to the Finance Department regarding Water and Sewer funds for revenue bond issues, bond disclosure reports, rating agency reviews, and the Comprehensive Annual Financial Report.
Prepares drafts of both internal and external departmental correspondence from the Director's office; may prepare agenda items for the Mayor and Commission on issues pertaining to the Public Utilities Department.
Develops measurable qualitative and quantitative data and analytical evaluation strategies and tools using cost-benefit, impact, regression, and time-series analysis or other statistical methodologies to audit or assess the effectiveness of departmental programs and services.
Develops flow charts, spreadsheets, work plan/audit programs, graphs, or other summary presentations to illustrate such findings; provides the Director with statistical and analytical analysis in reference to issues directly affecting or related to the Public Utilities Department.
Attends Commission meetings at the request of the Director.
Contacts other governments, agencies, or consultants to compare their operations with those of the Public Utilities Department's operations; determines viable alternative services offered and submits them for review, helping determine their applicability for possible changes (policy or procedure) within the government or Public Utilities Department.
Performs other related duties as requested.
Knowledge, Skills, and Abilities Knowledge of the concepts, processes, and principles, of short and long term financial analysis and operating budget development, monitoring and fiscal control.
Knowledge of the policies, procedures, and activities of the Public Utilities Department as they pertain to performance management related to the position of Budgeting, Planning and Research Coordinator.
Knowledge of the management, operations and functions of the Athens-Clarke County Government, its organizational structure, its budgetary systems and its practices, policies and procedures as necessary in the completion of daily responsibilities.
Knowledge of governmental audit standards and various analytical techniques.
Knowledge of the terminology used within the department.
Knowledge of and proficiency with the use of computers.
Ability to utilize computer software programs necessary to perform management analysis, reporting, and graphic tasks relevant to the position.
